Mr. William R. Mansell Jr., a member of the Senior Executive Service, serves as the Director for the Defense Travel Management Office, a component of the Office of the Deputy Assistant Secretary of Defense for Military Personnel Policy, and the Defense Human Resource Activity.
As Director, Mr. Mansell provides oversight for the Department's single focal point for commercial travel, DTMO, in the areas of commercial travel management, travel policy and implementation, DoD travel charge card program management, customer support and training, functional oversight of the Defense Travel System, and station and housing allowances program management.
A native of Portsmouth, Virginia, Mr. Mansell graduated from Norfolk State University with a Bachelor of Science in Political Science. He subsequently attained a Master of Arts in Executive Development from Ball State University and a Master of Business Administration – Management Information Systems from Old Dominion University. He is also a graduate of the Army War College.
Mr. Mansell's career includes over 27 years of active duty service in the United States Army. He served as a Military Personnel and Information Systems Officer where he commanded at company, battalion and brigade levels. He also served as the J5 Executive Officer for the United States Southern Command. His command assignments included the 417th Base Support Battalion in Kitzingen, Germany and the 1st Personnel Group at Fort Lewis, Washington. Mr. Mansell's Department of Army Staff assignments included Deputy Chief of Staff Logistics, Information Management Officer and Deputy, The Adjutant General. Mr. Mansell retired from the Army in 2003 as a Colonel.
During his ten year civilian career, Mr. Mansell served as the Assistant Director for Military Personnel Policy and Congressional Issues with the Deputy Assistant Secretary of Defense for Military Personnel Policy; Chief Civilian Information Systems Division with the Army G1 and Director, Enterprise Human Resource Information Systems, Defense Civilian Personnel Advisory Services and Defense Manpower Data Center.
Mr. Mansell's military awards include the Distinguished Service Medal, the Legion of Merit, the Meritorious Service Medals with oak leaf cluster and various other awards and unit commendations. He is also the recipient of the Commander's Awards for Civilian Service.
