
Ms. Stephanie Miller oversees the full spectrum of
human resource policies for over two million military
personnel serving in the Department of Defense. As
the Deputy Assistant Secretary of Defense for Military
Personnel Policy, a component of the Office of the
Under Secretary of Defense for Personnel and
Readiness, her responsibilities include accessions,
compensation, assignments, voluntary education,
separations, awards and decorations, and financial
readiness. She is directly responsible for policies and
programs to sustain the all-volunteer force. Ms. Miller
also serves as the Senior Advisor for all Department of
Defense general and flag officer matters.
Ms. Miller has served in a variety of executive
positions throughout the Office of the Under Secretary
of Defense for Personnel Policy. During her tenure,
Ms. Miller has led the Department through major initiatives to modernize military recruiting
policies and programs, advertising and marketing programs, testing batteries, qualification
standards, accession processing, 6,000 recruiting stations, and 67 Military Entrance Processing
Stations across the United States and points overseas. She provided oversight to the 14th
Quadrennial Review of Military Compensation and led the implementation of Flexible Spending
Accounts for Service members and military families.
Ms. Miller previously served as a Special Assistant to both Secretary of Defense Chuck Hagel
and Ashton Carter where she was responsible for a broad spectrum of programs to include
Military and Civilian Personnel Policy, Military Force Readiness, Defense Health Affairs,
Reserve Affairs, Defense Sexual Assault Prevention and Response, and interagency cooperation
with Veterans Affairs. Her career includes leadership positions within the Department of the
Navy and as a Defense Legislative Fellow.
Ms. Miller graduated from Villanova University with a degree in English Literature and Business
Administration, and received her commission from the Navy ROTC program, subsequently
serving as a Surface Warfare Officer in support of Operations Iraqi and Enduring Freedom. She
received her graduate degree in Human Resources Development and Adult Education from The
George Washington University. Ms. Miller’s contributions to the Department of Defense have
been recognized with the Department of Defense Medal for Distinguished Civilian Service
(DCS) in 2015, the Presidential Rank Award for Meritorious Executive Service in 2021, and a
DCS Bronze Palm in 2025.
