Office of Force Resiliency

The Office of Force Resiliency (OFR) is led by the Executive Director for Force Resiliency (EDFR), an Assistant Secretary of Defense post and direct report to the Under Secretary of Defense for Personnel and Readiness.  OFR is charged as the Department of Defense’s primary organization responsible for promoting readiness through a comprehensive approach to fostering health climates, promoting well-being, implementing Total Force Fitness, integrating primary prevention strategies, and fielding professional response capabilities, culminating in a high performing and ready Total Force.

We envision a Total Force where all personnel and family members are valued and equipped with the tools necessary to thrive personally and professionally, ultimately fortifying the readiness of our teams for the dynamic challenges of the modern security landscape.

Mission
The mission of the Office of Force Resiliency is to cultivate a resilient and ready Total Force through a comprehensive approach to building healthy cultures and climates, implementing Total Force Fitness, and delivering integrated prevention and fielding professional response capabilities. 

Strategic Objectives

Healthy and Cohesive Climates: Developing policy, providing tools, and data required to foster climates that are not only operationally effective but also characterized by strong camaraderie, trust, and collaboration, forming the foundation for mission success.

Personal Well-being & Resilience: Empowering all personnel and family members with the tools and resources needed to navigate stress, adversity, and change, while implementing Total Force Fitness, and fostering a culture of well-being, mental, physical, and emotional resilience.

Effective Crisis Response and Care: Anticipating and proactively addressing crises by developing professional response workforces, policies, programs, and outreach that prioritize the welfare of personnel and families and ensure rapid and effective response and tertiary care.

Innovative Training and Education:  Providing resilience workforces cutting-edge tools, materials and data that equip personnel with the skills and resources necessary to thrive in the face of adversity and dynamic mission requirements.

Leadership Excellence: Supporting a cadre of leaders across the Department who excel in creating positive command climates, inspiring trust, and fostering an ethos of well-being, resilience, and readiness. 

Defense Suicide Prevention Office (DSPO)

The Defense Suicide Prevention Office (DSPO) was established in 2011 and is part of the Department of Defense's Office of the Under Secretary of Defense for Personnel and Readiness. The Secretary of Defense designated a Defense Health Board Task Force to examine efforts to prevent military suicide. The creation of DSPO was the result of the Task Force recommendations.

Office for Civil Rights and Equal Opportunity Policy (OCREOP)

The Office for Civil Rights and Equal Opportunity Policy (OCREOP) mission to provide policy oversight of by-law programs such as discrimination and harassment education and response, disability and accessibility protections, and military and civilian equal opportunity.

Sexual Assault Prevention and Response Office (SAPRO) 

The Sexual Assault Prevention and Response Office (SAPRO) is responsible for oversight of the Department's sexual assault policy. SAPRO works hand-in-hand with the Services and the civilian community to develop and implement innovative prevention and response programs.

Office of Command Climate and Well – Being (OCCWI) 

The Office of Command Climate and Well-Being (OCCWI) consolidate Integrated Primary Prevention and well-being integration efforts to prevent multiple harmful behaviors -including sexual assault, harassment, domestic abuse, child abuse and suicide. Focus on shared protective factors for the Department to foster healthier command climates, leading to enhanced readiness and a greater ability for Service members to execute critical missions.

Drug Demand Reduction Program (DDRP) 

Drug use is incompatible with DoD military and public service. The abuse of illicit drugs can impair performance, and negatively impact readiness in the hazardous conditions unique to the military work environment. Illicit drug abuse has the potential to compromise National interests when individuals in security sensitive positions abuse drugs. The Department of Defense (DoD) Drug Demand Reduction Program (DDRP) was mandated in 1981 and was given the mission to deter DoD personnel from abusing illicit drugs or misuse prescription drugs.
