The Department of Defense Assistant Secretary of Defense (DASD) for Civilian Personnel Policy (CPP) in partnership with the Director, Defense Civilian Personnel Advisory Service (DCPAS), supports DoD components and Defense Agencies as the enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness.

Deputy Assistant Secretary for Civilian Personnel Policy DASD(CPP) - DASD(CPP) creates the plans, policies, and programs to manage DoD’s civilian workforce effectively, efficiently, and strategically. In addition, we provide the Office of the Secretary of Defense, Defense Agencies and Field Activities, and Military Departments with policy advice and guidance through DCPAS as well as administering the non-appropriated fund personnel system and providing guidance for the foreign national employment program within the Department while serving as HR Functional Community Career Field Management Executive.

Defense Civilian Personnel Advisory Service (DCPAS) - DCPAS creates and delivers effective and efficient civilian personnel policies, human resources solutions, and advisory services by providing the following: workforce forecasting, planning and shaping recruitment, employment, and retention education, training, and leadership development and performance management. Also, DCPAS is responsible for recognition and awards classification, compensation, and benefits labor and employee relations work-life balance, telework, and wellness executive resources management data systems requirements overseas and foreign national employment legislative and regulatory proposals wage surveys for federal wage system and other specialty occupations expeditionary civilians. www.dcpas.osd.mil
