Acting Executive Director
Force Resiliency
Dr. Tim Hoyt is currently the Acting Executive Director for Force
Resiliency in the Office of the Under Secretary of Defense for
Personnel and Readiness, and is a career member of the Senior
Executive Service. Prior to his assignment with the Office of Force
Resiliency in 2021, he served as the Deputy Chief of the
Psychological Health Center of Excellence in the Defense Health
Agency, responsible for several national initiatives targeting stigma
reduction and connecting service members to care, including the
inTransition program and the Real Warriors Campaign.
Dr. Hoyt was commissioned as an Officer in the Medical Service
Corps of the United States Army in 2007 through the Health
Professions Scholarship Program, and began his professional career as the Chief Psychology Resident at
Madigan Army Medical Center. After deploying as the lead of a behavioral health team supporting
Operation Enduring Freedom in Afghanistan, Dr. Hoyt subsequently served in civilian roles as the chief
of an embedded behavioral health clinic, director of an intensive outpatient program for posttraumatic
stress disorder, and director of the National Center for Telehealth & Technology. As a Military
Psychologist he has authored over 100 scientific research articles on combat-related stress, posttraumatic
stress disorder, and adapting treatment for deployed settings.
Dr. Hoyt is a summa cum laude graduate of the University of Utah, where he earned a Bachelor of Arts
in German Language and Literature. He received his Doctor of Philosophy in Clinical Psychology from
the University of New Mexico, a post-doctoral Master of Business Administration from Pacific Lutheran
University, and a Master of Strategic Studies from the United States Army War College. He is also a
graduate of the Joint Flag Officer Warfighting Course, as well as the Capstone Course at the Joint Medical
Executive Skills Institute. He is a Fellow of the American Psychological Association. He was awarded
the Bronze Star for his service in Afghanistan, and has been recognized by the American Psychological
Association as the recipient of the Charles S. Gersoni Award (2023) for outstanding contributions to
military psychology, the Arthur W. Melton Award (2017) for early career achievement in military
psychology, and the Peter J. N. Linnerooth National Service Award (2014).
As the Acting Executive Director for Force Resiliency, Dr. Hoyt oversees initiatives that strengthen and
promote the resiliency and readiness of the Total Force through the development of integrated policies,
oversight, and synchronization of activities in the areas of equal opportunity, personnel risk reduction,
intimate partner violence prevention, sexual assault prevention and response, and suicide prevention.
He serves as a senior subject matter expert for policy development and implementation across these
domains, leveraging psychological research to ensure that programs are built on an empirical foundation
and that outcome data demonstrate the effectiveness of these initiatives.
