Personnel and Readiness
Ms. Ann Y. Lee is the Executive Director of the Office of the Under Secretary of War for Personnel and Readiness (OUSW(P&R)). In this capacity, she serves as the principal advisor and senior career official supporting the Under Secretary, ensuring synchronization and integration across the P&R enterprise.
Ms. Lee exercises oversight and management of all OUSW(P&R) manpower, personnel, and financial resources, and provides institutional continuity and expertise, offering organizational advice, strategic guidance, and consistent messaging. In addition, Ms. Lee and her staff act as the primary conduit for external engagements with Congress, interagency partners, the media, military and veteran service organizations, and other stakeholders.
Prior to assuming her current role, Ms. Lee was the Principal Director of P&R’s Resource and Program Integration Office. As Principal Director, she was responsible for ensuring quality control, accountability, and leadership awareness of all policy and program requirements across the enterprise; overseeing P&R’s participation in the Defense Planning, Programming, Budgeting, and Execution process; and directing strategic engagements.
Ms. Lee previously served as P&R’s Director of Congressional and Legislative Affairs, as well as an Operations Research Analyst within the organization. She also served as a Military Legislative Assistant in the United States Senate as part of a fellowship with the Brookings Institution.
Ms. Lee holds a Bachelor of Arts in Political Economy from the University of California, Berkeley, and a Master of Science in Information Technology Management from the Naval Postgraduate School. She is a graduate of the Senior Executive Fellows Program at the Harvard Kennedy School of Government.
