Dr. Merlynn Carson is performing the duties of the Deputy Under Secretary of War for
Personnel and Readiness. In this capacity, she serves as the principal advisor to the Under Secretary, providing
strategic leadership on policies and programs that shape military and civilian personnel, readiness, health affairs,
education, and quality of life matters across the Department of Defense.
A physician turned entrepreneur, Dr. Carson brings clinical expertise, healthcare systems
insight, and public policy acumen, complemented by years of leadership experience in the health, data, and
technology sectors.
Prior to her appointment, Dr. Carson founded and led a multi-million-dollar firm delivering
innovative solutions at the intersection of healthcare, technology, and data. Her work has earned her recognition on
the Inc. 5000 list, along with numerous accolades, including Baltimore’s 35 Under 35, the Smart CEO Award, and
the Moxie Award for boldness in business. Dr. Carson was also named a “Rising Star” by both the Living
