Mr. Stephen B. Dillard is the Deputy Assistant Secretary of Defense for Readiness Analytics. Mr. Dillard brings to this position 26 years of experience supporting Service members at the municipal, state, and federal levels, including active-duty service with the U.S. Navy during the Persian Gulf War aboard the USS Wisconsin (BB-64) and extensive time at the U.S. Department of Veterans Affairs (VA). His military and public service experience equips him with a deep understanding of the many dimensions of readiness and its importance in deterring our enemies and preparing to prevail in conflict.
Prior to his current role, Mr. Dillard was appointed by President Donald J. Trump to serve as the Executive Director of the Center for Minority Veterans at the VA. In this role, he oversaw education and engagement benefits and services for minority veterans and their families, and was the principal advisor to senior leadership on VA policies and programs. His 19 years of leadership and coalition-building at the VA engaged approximately two million veterans and their families, resulting in a five percent increase in benefits across the enterprise.
Mr. Dillard earned a Master of Public Administration degree and a Bachelor of Science in Political Science degree from Florida State University, and was the recipient of the 2020 Department of Veterans Affairs Meritorious Service Award.
