Edwin A. Pratt assumed the duties of chief of staff and senior policy analyst for the Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy in February 2013. As chief of staff and senior policy analyst, Mr. Pratt is responsible for advising and supporting Military Community and Family Policy leadership on the achievement of strategic plans and objectives, leading and managing special projects and overseeing the deputate’s policy and administration.

Prior to joining the Military Community and Family Policy team, from May 2000 to January 2013, Mr. Pratt served as deputy director for nonappropriated fund and resale programs in the Office of the Assistant Secretary of the Navy for Manpower and Reserve Affairs. As principal advisor to the secretary of the Navy, the assistant secretary of the Navy for Manpower and Reserve Affairs and the deputy assistant secretary of the Navy for Military Manpower and Personnel, he was responsible for all nonappropriated fund and military resale programs. This included nonappropriated funding, personnel and construction matters, Morale, Welfare and Recreation, military service exchange and commissary activities.

Mr. Pratt began his career in military quality of life with the Bureau of Naval Personnel as a public affairs specialist for the Navy Morale, Welfare and Recreation program in August 1988. He also served as director for administration and policy for business activities at the Navy Morale, Welfare and Recreation headquarters from February 1993 to September 1995. In the commercial sector, from 1979 to 1988, he served as the director of communications at the Society of American Florists and writer and editor at the National Recreation and Park Association.

Mr. Pratt is the recipient of a number of awards during his career in public service. These include the Meritorious Civilian Service Award from the assistant secretary of the Navy for Manpower and Reserve Affairs in January 2013, and the 9/11 Special Recognition Award from the secretary of defense in September 2002 for his work at the Pentagon Family Assistance Center following the 9/11 terrorist attack on the Pentagon.

Mr. Pratt is a 1975 graduate of the University of Utah, School of Communication.

The Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy is directly responsible for programs and policies, which establish and support community quality-of-life programs for service members and their families worldwide. This office also serves as the focal point for coordination for a broad range of quality-of-life issues within the Department of Defense.
