DAVID A. JULIAN

Senior Advisor
Office of the Deputy Assistant Secretary of Defense

Dave Julian serves as the Senior Advisor to the Deputy Assistant Secretary of Defense for Military Community and Family Policy within the Office of the Secretary of Defense.  In this role, he advises the Deputy Assistant Secretary and Principal Director on policies, program issues, and other matters that impact military member and family member strength and resilience.  Prior to resuming his duties as Senior Advisor, Mr. Julian served as Acting Principal Director/Deputy to the Deputy Assistant Secretary from May 2016 to February 2018.  

While in uniform with Military Community and Family Policy, Mr. Julian served as the director of the Office of Personal Finance and Transition, with responsibility for policies and programs that helped directly support both the personal financial readiness of troops and families through education, awareness, counseling and protections, and their successful transition from military service.  This included execution and policy oversight of not only the Department of Defense Financial Readiness Campaign and many of its initiatives, such as Military Saves, On-Demand financial support, and the Personal Financial Counselor Program, but also the DoD Transition Assistance Program.

Also while in uniform, Mr. Julian served as director of the Department of Defense Military Severely Injured Center.  There, he led a multiagency team of subject matter experts from the departments of Veterans Affairs, Labor, Homeland Security (Transportation Security Administration) and Defense (Office of the Secretary of Defense and the military services) to orchestrate meeting the non-medical needs of families of severely wounded service members who served in Operations Iraqi and Enduring Freedom.

Mr. Julian is a Navy veteran who retired in June 2009 as a commander after 22 years of service.  As a Naval Nuclear Propulsion Engineer and Surface Warfare Officer, he served on both nuclear and non-nuclear ships ranging from frigates to aircraft carriers to large-deck amphibious ships and has been forward-deployed.  His shore assignments included lead instructor and course coordinator at Damage Control Assistant School in Newport, Rhode Island, head of Officer Professional Development, OPNAV N131 (manpower and personnel field), in the District of Columbia, and Associate Director of the Office of Family Policy, MC&FP.

Mr. Julian is a graduate of the U.S. Naval Academy with a Bachelor of Science in mathematics, a qualified Nuclear Engineer through the Naval Nuclear Propulsion Program, and a graduate of the Industrial College of the Armed Forces/the Eisenhower School with a Master of Science in national resource strategy.  He is also a Senior Executive Fellow through the Harvard University Kennedy School of Government.  Mr. Julian is a native of Alexandria, Virginia.

The Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy is directly responsible for programs and policies, which establish and support community quality-of-life programs for service members and their families worldwide. This office also serves as the focal point for coordination for a broad range of quality-of-life issues within the Department of Defense.
