JUSTIN W. HALL
Director, Morale, Welfare and Recreation and Resale Policy
Justin W. Hall assumed the duties of director for Morale, Welfare and Recreation and Resale Policy within the Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy in April 2018. Before assuming the duties as director, Mr. Hall was serving as the acting director since June 2016.
As director, Mr. Hall is responsible for providing policy, advocacy and oversight for nearly $20 billion in programs that deliver critical community support and quality-of-life benefits to service members and their families, to include Morale, Welfare and Recreation programs, lodging, commissaries, military exchanges, and other activities supported by nonappropriated funds.
Mr. Hall served as an Air Force officer for 20 years managing commissaries, dining facilities, lodging, fitness and recreation programs. Twice, he commanded base-level Morale, Welfare and Recreation units, led the Services Department at the Air Force Institute of Technology, and served in progressively more responsible headquarters-staff positions at Air Force headquarters. He retired from active duty in October 2011, at the rank of lieutenant colonel, after serving more than two years as the chief of the Director’s Action Group for the Assistant Secretary of the Air Force with Manpower and Reserve Affairs.
Following retirement from the Air Force, he served as a Department of Defense civilian in the Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy. He was Assistant Director for Nonappropriated Fund and Resale Policy and then Assistant Director for Business Policy before assuming his current position.
Mr. Hall’s military decorations include six Meritorious Service Medals. He earned numerous individual and team awards while in the Air Force. He was selected as the Services Officer of the Year for two major commands, selected as the Air Force Institute of Technology Professor of the Year, and earned numerous group and wing-level awards. His units earned Air Force Outdoor Recreation Program and Child Development Program of the year and best large Services Squadron for a major command.
Mr. Hall is a 1991 graduate of the University of Washington with a Bachelor of Arts in history, a 1998 graduate of Purdue University with a Master of Science in hospitality management, a 2006 graduate of Air Command and Staff College, Maxwell Air Force Base, Alabama, with a Master of Military Art and Science, and a 2009 graduate of Air War College, Maxwell Air Force Base, Alabama.
The Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy is directly responsible for programs and policies, which establish and support community quality-of-life programs for service members and their families worldwide. This office also serves as the focal point for coordination for a broad range of quality-of-life issues within the Department of Defense.
