Counternarcotics funding supports the operations of the six Service forensic toxicology drug testing laboratories. All military Service member urine specimens are collected under direct observation with strict chain of custody documentation and secure specimen processing pending shipment to the supporting regional military drug testing laboratory. Field drug screening or use of hand held testing devices for active duty, National Guard Bureau, or Reserve military service members is not authorized.
Historically, drug testing at the individual Service laboratories was restricted to specimen submissions from the respective Service. DoD recognized an efficiency to be gained when specimens are submitted to the a regional drug testing laboratories independent of Service affiliation. Key to the establishment of a regional Service drug testing capability was the implementation of a common DoD Laboratory Information Management System and an integrated internet report system. The integrative systems proved successful in reducing cost, providing rapid results reporting turn-around-time, and improved customer satisfaction. Continuous upgrades to the Laboratory Information Management System and further standardization in laboratory operating procedures will result in program enhancements and workload optimization to handle additional testing capabilities.
