MS. PATRICIA MULCAHY
Director of Officer and Enlisted Personnel Management
Ms. Mulcahy, a member of the Senior Executive Service, formulates, implements and administers Department of Defense policies on officer and enlisted military personnel for the Total Force. Her directorate is a component of the Office of the Deputy Assistant Secretary of Defense for Military Personnel Policy.
Career
Ms. Mulcahy retired from the United States Army as a colonel after 29 years of service. She served at every level in the field of military personnel management and personnel service support, including company, battalion and brigade command, as well as key staff assignments in the 3rd Infantry Division, Army G-1 and European Command.
Following her retirement from the Army in 2009, Ms. Mulcahy served as a federal civilian employee in several military compensation policy positions for the Office of the Deputy Assistant Secretary of Defense for Military Personnel Policy before assuming her current role.
Her awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Bronze Star Medal, Office of the Secretary of Defense Medal for Exceptional Civilian Service, and various other awards and unit commendations.
Education
Ms. Mulcahy earned a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces at the National Defense University. She holds a second master’s degree — a Master of Military Art and Science — from the Command and General Staff College at Fort Leavenworth, Kansas. She is a graduate of the State University of New York, or SUNY, at Albany with a Bachelor of Science degree in Rhetoric and Communications.
