Director, Federal and State Legislative Resource Office

Ms. Sarah Stein is the Director for the Federal and State Legislative Resource Office which includes the Defense-State Liaison Office and the Congressional and Legislative Affairs Office within the Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy. As Director, Ms. Stein is responsible for a team of eight Regional Liaisons and one Congressional and Legislative Affairs Program Analyst.

Ms. Stein leads the efforts of the Defense-State Liaison team and conducts strategic planning, legislative analysis, outreach and education to assist state legislators and other state officials in addressing the Department’s priority issues affecting service members and their families. Ms. Stein also manages all federal legislative and congressional affairs for Military Community and Family Policy. In this role, Ms. Stein delivers strategic analysis and review of legislation, congressional engagements, hearings, programs, resources, and issues impacting service members, families and survivors.

Ms. Stein joined the Department in 2007 as a Special Assistant for the Deputy Under Secretary of Defense. During her almost 18 years with Military Community and Family Policy, she has developed a passion for helping others understand state and federal legislative and congressional processes to positively impact programs and services for service members, families, and survivors. During her career, she has also served as a Contracting Officer’s Representative (COR) for numerous multifaceted contracts including Military OneSource, the Spouse Education and Career Opportunities program, the Families Over Coming Under Stress program, as well as many other contracts. In these roles, she oversaw more than $150+ million in complex contract dollars per year.

In addition to her professional life, Ms. Stein is involved in the many community organizations including the Herndon High School Sports Boosters, Chapter AZ P.E.O (a national philanthropic women’s educational organization), and serves as a volunteer for numerous other community and non-profit organizations. She lives in Herndon, Virginia with her husband, two teen daughters,, and two dogs named Biscuit and Gravy.
