Edward R. Brown
Director for the Resources and Oversight Office
Edward R. Brown serves as Director for the Resources and Oversight Office for Military Community and Family Policy. As director, Mr. Brown is responsible for the leadership, management and oversight of Military Community and Family Policy Contracts, worth over $1B annually, everything legislative and Congressional, research, and human resources.
Prior to his assignment as Director, Mr. Brown worked in multiple positions for Military Community and Family Policy, from Director, Non-Medical Counselling, Associate Director for Business Policy, and the Deputy Director for Resources and Oversight. Prior to coming back to Military Community and Family Policy, Mr. Brown was the City Manager for Choctaw Oklahoma and Executive Director Choctaw Utilities Authority where he led a City staff taking care of a population of thirteen thousand people. Prior to this, Mr. Brown culminated a 28-year Air Force career, retiring as a colonel from the Director of Resources and Requirements Division at Headquarters Air Force Services. In this assignment, he was responsible for development and oversight of strategic planning and resource management for services worldwide. He provided oversight of a $733 million worldwide program and advocacy and oversight for another $791 million president’s budget.
Mr. Brown was commissioned in the Air Force in 1987. In his 28 years of service, he held three career field specialties, commanded airmen four times at the detachment, squadron and group levels, served in three major commands, the Pacific Theater and Headquarters Air Force. In 2006, Mr. Brown was selected to attend the National Institute for Defense Studies in Tokyo, Japan. In preparation for the assignment, he attended the Kichijoji Language School where he studied the Japanese language.
After graduating from the National Institute for Defense Studies in 2009, he was selected as Chief for the Mutual Defense Assistance Office at the United States Embassy in Tokyo, Japan, where he led Defense Cooperation and Security Assistance efforts strengthening United States and Japanese bilateral relations. His office was instrumental in assisting in coordinating relief efforts between the United States Embassy, United States Forces Japan and the Japanese Government after the devastating 2011 earthquake, tsunami and nuclear-reactor accident at Fukushima.
Mr. Brown is the recipient of the Defense Superior Service Medal, Legion of Merit with one oak leaf cluster, Meritorious Service Medal with seven oak leaf clusters, the Air Force Commendation Medal with one oak leaf cluster and the Air Force Achievement Medal. Mr. Brown was also the recipient of the 2001 Air Force Innkeeper trophy for best small lodging in the Air Force.
Mr. Brown is a 1987 graduate of Texas Tech University, Lubbock, Texas, with a Bachelor of Arts in history. He is a 1990 graduate of Valdosta State College, Valdosta, Georgia, with a Master of Public Administration.
