Robert J. Bianchi, Rear Admiral, Supply Corps, U.S. Navy (Ret.), is the Special Assistant for Commissary Operations to the Assistant Secretary of Defense for Manpower and Reserve Affairs. His appointment is effective July 1, 2018.
This position comes after Adm. Bianchi had served as the Defense Commissary Agency’s interim director and chief executive officer, an appointment that began November 6, 2017. Adm. Bianchi is also CEO of the Navy Exchange Service Command (NEXCOM) and continues to serve in that capacity while he is with DeCA.
As the DOD Special Assistant for Commissary Operations, Adm. Bianchi exercises oversight authority and responsibility for the day-to-day management and control of an agency that employs more than 15,000 at its headquarters, in its five geographic areas and nearly 240 commissaries in 13 countries. He manages an annual budget of $7 billion, with annual sales of nearly $5 billion. Adm. Bianchi advises and provides recommendations to the Assistant Secretary of Defense for Manpower and Reserve Affairs on methods to achieve the economies and efficiencies necessary for the sustainability of the military resale system and the continued availability of these benefits to our Total Forces, their families, and other authorized patrons.
As the CEO of NEXCOM, Adm. Bianchi provides leadership and management oversight for the $3 billion annual worldwide operations of Navy Exchanges, Navy Lodges, Ships Stores, Navy Uniform Program Management Office, Navy Clothing and Textile Research Facility and Personal Telecommunications Services.
Adm. Bianchi is NEXCOM’s first civilian CEO. He joined the command after retiring from the U.S. Navy with more than 29 years of service as a Navy Supply Corps Officer. While in the Navy, he served in various senior leadership positions including Assistant Deputy Chief of Staff for Fleet Readiness and Fleet Supply Officer, U.S. Fleet Forces Command; Commander, Navy Exchange Service Command; Deputy Commander for Aviation, Naval Inventory Control Point; Military Advisor to the Deputy Under Secretary of Defense (Logistics & Materiel Readiness); and Supply Officer, USS Harry S. Truman (CVN 75).
A native of Vineland, New Jersey, Adm. Bianchi attended the University of North Carolina at Chapel Hill on a Navy ROTC scholarship, receiving a Bachelor of Arts degree in Mathematics. Upon graduation in 1982, he was commissioned an ensign in the U.S. Navy Supply Corps. He earned a Master's degree in Business Administration with distinction from Harvard University in 1992, and completed the Wharton School of Business Executive Development Program in 2003.
Adm. Bianchi's military awards include the Defense Superior Service Medal, the Legion of Merit (three awards), the Meritorious Service Medal (six awards), the Joint Service Commendation Medal, the Navy and Marine Corps Commendation Medal (two awards), and the Navy and Marine Corps Achievement Medal (two awards).
