Mr. Kelly serves as the Deputy Director, Office of Force Resiliency, for the Under Secretary of Defense for Personnel and Readiness (USD(P&R)). In this role, he assists the Executive Director as the principal staff advisor to the USD(P&R) and the Secretary of Defense for developing policies, providing oversight, and integrating activities in the areas of sexual assault prevention and response; suicide prevention; harassment, including hazing and bullying; diversity management and equal opportunity; drug demand reduction; and for the Department of Defense collaborative efforts with the Department of Veterans’ Affairs.
Previously, Mr. Kelly served as the Director, Financial and Resource Management, Office of the Under Secretary of Defense (Personnel and Readiness). In this role he planned, programmed, budgeted, and evaluated programs and plans impacting areas of the total force. He also served as the Special Assistant and Senior Advisor to the Assistant Secretary of Defense for Manpower and Reserve Affairs where he planned, programmed, budgeted, and evaluated programs and plans impacting civilian and military personnel policy, readiness, military community, family policy, DoD schools and defense commissaries.
Mr. Kelly served as the Principal Advisor to the Director, DoDEA, in the areas of programming, budgeting, accounting, reimbursable program management, procurement, information management and technology, safety and security, and logistics. Mr. Kelly had the authority and responsibility for developing, coordinating, integrating and executing financial management policies, programs, and processes for the effective and efficient control and utilization of over $2.7 billion annually. Additionally, he provided management oversight necessary for directing the activities of the Resource Management, Safety and Security, Procurement, Logistics, and Information Management and Technology Divisions.
A native of Long Island, N.Y., Mr. Kelly is a twenty-year veteran of the U.S. Army. He graduated from the U.S. Military Academy at West Point, N.Y., with a commission as an infantry officer. He later went on to receive his Master’s Degree in Business Administration, with an emphasis in the comptroller field from Syracuse University. His tours of duty include the 101st Airborne (Air Assault) Division at Fort Campbell, Ky.; Kaiserslautern, Germany, Ft. Benning, Ga.; Ft. Lewis, Wash.; and Department of the Army Headquarters in the Pentagon.
