Fred Engle is serving as the Acting Deputy Assistant Secretary of Defense for Force Education and Training in the Office of the Assistant Secretary of Defense for Readiness, Office of the Secretary of Defense (OSD). In this role, he oversees the development of policies and plans for military training and education. His responsibilities include Service and joint training policy, cyber training policy, professional military education, training capability modernization, career investment programs to include voluntary education, credentialing, and apprenticeship policy, and enabling access to the land, air, and sea live training domains.
Mr. Engle also serves as the OSD Director, Military Training. His responsibilities include policy and oversight of all Department of Defense (DoD) collective military training and training capability modernization, to include live ranges and live-virtual-constructive (LVC) technologies. He leads the Defense-wide Military Training Capabilities Group focused on rationalizing operational training challenges and training capabilities to restore readiness and support the objectives of the National Defense Strategy.
Mr. Engle leads a team of government civilian, military, and contractor subject matter experts responsible for analyzing training readiness and advocating for interoperable training across the military services and warfare domains. In 2020, his team produced the Secretary of Defense Joint Operational Training Infrastructure Strategic Plan, the first DoD enterprise-wide plan for multi-domain and interoperable training capabilities. His responsibilities also include oversight of military cyber training and the Persistent Cyber Training Environment. In addition, he co-chairs the DoD Cyber Training Advisory Council and advocates for cyber training resources. Working with the Deputy Chief of Staff for Joint Force Development, Allied Command Transformation, Mr. Engle co-chairs the NATO Training Group’s Steering Group. He worked with the Swedish Ministry of Defence to develop the 2019 bilateral Memorandum of Understanding on Cooperation to Strengthen Defense Training and Education through Partnership Simulation Networks.
Fred Engle is a retired U.S. Navy Master Chief Submariner with 30 years of active and reserve service specializing in integrated submarine and strike group operations. His military awards include two Defense Meritorious Service medals, three Navy Commendation medals, and the enlisted Submarine Warfare Insignia (Silver Dolphins). In 2015, he was awarded the Office of the Secretary of Defense Medal for Exceptional Civilian Service for his work on the Secretary of Defense Nuclear Enterprise Review.
