There are over 150,000 Test Designated Positions (TDPs) within DoD that have been approved by the Department of Health and Human Services (DHHS) for random drug testing. DoD components will conduct random tests of civilians in TDPs in a number that equals 100 percent of the full-time equivalents in the random testing pool over a 2 year period. This means an annual 50% testing rate. DoD Components shall submit requests for changes in certified/compliant plans and requests to designate new (or delete existing) positions defined as Preferred and Discretionary as required by DHHS Memorandum "2010 Guidance for Selection of Testing Designated Positions (TDPs)" with the Component's General Counsel's supporting opinion, for the review and concurrence of the Interagency Coordinating Group Executive Committee (ICGEC) to:

All DoD TDPs are tested under DHHS regulations with additional guidance provided by DoD Instruction 1010.09. Collection sites around the world that collect DoD TDP specimens ship the specimens to the Fort Meade Forensic Toxicology Drug Testing Laboratory (FTDTL), Fort Meade, Maryland. The Fort Meade FTDTL is the only laboratory in the country that holds DoD certification for testing military member specimens as well as a National Laboratory Certifying Program certification for testing DHHS specimens.
