Ms. Pamela Powers assumed the duties of the Chief of Staff, Office of the Under Secretary of Defense for Personnel and Readiness (OUSD P&R) on 2018.
As the Chief of Staff, Ms. Powers enables the work the OUSD (P&R) by providing concise and consistent guidance and assistance. Additionally, she continuously identifies and implements improvements to procedures in order to increase efficiency and expand upon P&R’s collective success.
A member of the Senior Executive Service, Ms. Powers is responsible for the management and day-to-day operations, including financial management, administration, personnel management, correspondence management, career development, space and facilities management services, internal management controls, foreign travel, and personnel security for the OUSD (P&R).
A graduate of the United States Air Force Academy with a Bachelor of Science Degree in Organizational Psychology, she also holds a Master of Strategic Studies degree from the United States Army War College, and a Master of Organizational Management Degree from the University of Phoenix. Ms. Powers was also a Department of Defense Congressional Fellow in the Office of Senator Susan Collins of Maine.
Her career encompasses almost 30 years of distinguished service with the Air Force and Department of Defense in communications, operations, strategic planning and programming, legislation, policy development and executive-level management. During her military service, she was assigned to various locations in Arizona, Delaware, New Jersey, Kuwait, and Washington D.C.
Ms. Powers previously served as the Military Assistant to the Assistant Secretary of Defense, Legislative Affairs where she managed the day-to-day operations of the Office of Legislative Affairs and led the Department of Defense Congressional Travel Program. Additionally, she also functioned as the Executive Director for the Air Reserve Forces Policy Committee, and as a Senior Advisor to the Assistant Secretary of the Air Force, Manpower and Reserve Affairs, where she provided advice and oversight on military and civilian personnel, Reserve Component affairs, and readiness support for the Department of the Air Force. In 2016, Ms. Powers deployed to Kuwait where she served as Chief of Staff to the Deputy Commander-Operations and Intelligence, Combined Joint Task Force-Operation Inherent Resolve, U.S. Central Command; and Commander, 9th Air Expeditionary Task Force-Levant, Air Combat Command, Southwest Asia. She retired as an Air Force Reserve Colonel on March 1, 2018.
Her awards and decorations include Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (with three oak leaf clusters), and Joint Commendation Medal.
