The Principal Deputy Under Secretary of Defense for Personnel and Readiness is delegated full power and authority to act for the USD(P&R) and exercise the powers of the USD(P&R) on any and all matters that the USD(P&R) is authorized to act, except in those areas where delegation of the USD(P&R) authority is otherwise restricted by higher authority or prohibited by law.

Serves as the principal advisor to the Secretary of Defense and the Under Secretary of Defense (Personnel and Readiness) on all matters relating to Civilian and Military Personnel Policies, Reserve Integration, Military Community and Family Policy and Total Force Planning and Requirements. Additionally, exercises day-to-day supervision of the Department of Defense Education Activity and the Defense Commissary Agency and provides oversight of the Armed Forces Retirement Homes.

The MHS comprises over 133,000 military and civilian doctors, nurses, medical educators, researchers, healthcare providers, allied health professionals, and health administration personnel worldwide, providing our nation with an unequalled integrated healthcare delivery, expeditionary medical, educational, and research capability.
